REGULAR MEETING MINUTES

EAGLE HARBOR TOWNSHIP BOARD

February 10, 2003

CALL TO ORDER AND PLEDGE OF ALLEGIANCE: Clerk Jeane Olson, at the Eagle Harbor Township Hall in Eagle Harbor, called the regular meeting of the Eagle Harbor Township Board to order at 7:00 p.m. on February 10, 2003. Clerk Olson led the Pledge of Allegiance.

MEMBERS PRESENT: Trustee Ellis, Treasurer Johnson, Trustee Lantz, Clerk Olson

MEMBERS ABSENT: Supervisor Sherk

MM/S Olson/Johnson to appoint Trustee Dick Lantz chairman of February 10, 2003 Township Board Meeting in the absence of Supervisor Sherk. 4 Ayes- 0 Nays. Motion carried.

AGENDA APPROVAL AND ADDITIONS

Add to New Business: Solid Waste Contract.

MM/S Ellis/Olson to accept the agenda with additions. 4 Ayes, 0 Nays - Agenda was approved.

CONSENT AGENDA APPROVAL

An e-mail memo was received from Supervisor Sherk requesting changes to be made in the January 13, 2003 minutes. E-mail memo outlining changes to be made is attached. MM/S Johnson/Ellis to accept minutes as amended. 4 Ayes- 0 Nays. Motion carried.

MM/S Johnson/Ellis to approve Consent Agenda with amendments.

4 Ayes, 0 Nays – Consent Agenda approved.

SUPERVISOR’S REMARKS AND CORRESPONDENCE:

    1. Dunes Marshes project- (360 acres at Great Sand Bay). Approval of $240,000.00 grant and $60,000.00 from private donar match are still awaiting final Federal funding approval.
    2. Master Plan Grant- The $5,000.00 grant with $5,000.00 match by the Township is still awaiting final state approval.
    3. Long Lake Refuge- (399.4 acres west of DNR Trust lands). NAWCA Long Lake Refuge Deed has been received.
    4. NAWCA Phase III/ South Boundary Watershed Grant- This land, offered by Lake Superior Land Co. is comprised of approximately 130 acres (possibly more). NAWCA is in the very early stages of considering our request for a grant. Our matching Township cost would be $35,000.00.
    5. Eliza Lake/Creek Restoration (Dam) project- NAWCA has declined the Eliza Lake project. We are now seeking a partnership with Trout Unlimited.
    6. Lands east of Eagle Harbor South/Cutoff Road- Lake Superior Land Co. is offering 160 acres for $153,000.00. The Township is looking at this investment to meet our anticipated future sewage problem. No grant is currently available. Lake Superior Land Co. has advised us of another interested potential buyer. Township would need to commit to a land contract or another purchase means by Spring.

RICHARD PROBST: Zoning and Planning Commission- Rich introduced Janet Shea, another member of the Zoning and Planning Commission. Rich stated that they are beginning a revision of a 5 year update on the Recreation Plan. Each Township is invited to submit input. Input should indicate project priorities as well as funds required to complete these projects. Rich indicated that the County is interested in multi-recreational activities. The 5 year update plan is to be submitted in December 2003, and will be a first draft. This update plan would be of assistance when we apply for future grants. The Master Plan recently completed by our Land Use Planning Committee qualifies as input.

CEMETERY COMMITTEE – Ginny Schubert - No Report

SEXTON COMMENTS –Mike Braman – No Report

COMMUNITY BUILDING– Nancy Clarkson - No Report

FIRST RESPONDERS – Bruce Olson – No Report

HAZARD MITIGATION COMMITTEE – Kris Callog – Kris has met with Amy Keranen of the DEQ and will be meeting with our committee at a later date.

HEBARD PLAT COMMITTEE – Jeane Olson – Jeane reports that of 43 property owners, 28 have signed property line agreements, and that problems continue to be worked out.

LAND USE COMMITTEE – Barbara Been – Committee will be considered inactive until further notice.

911 COMMITTEE – Doug Schubert- At a meeting last week, a list of addresses was received for our Township. A revised copy with names/additions was submitted today and should be finalized within a month.

PARK COMMITTEE – George Hite – No Report

RECREATION COMMITTEE – Barb Sickler – No Report

SOLID WASTE COMMITTEE – Doug Schubert – The new solid waste contract has been received from Waste Management. Doug has contacted Bay Electric who has agreed to complete an annual inspection of equipment. Bay Electric is to send a proposal/contract which will outline charges which will be based on time and materials (cost plus 15%).

VOLUNTEER FIRE DEPARTMENT – Mike Radigan – No Report

WATER COMMITTEE – John Wakeman – No report

WATER SYSTEM OPERATOR – Rick Finke – Water Supervisor Rick Finke reported that water pooling on Pine Street was not caused by a leak in our Township water system. Cause was a blocked culvert near Asselin’s house.

WELLHEAD PROTECTION – Rick Finke – No Report

ZONING VARIANCE REQUESTS- None

PUBLIC COMMENT- Gary Tallon discussed changing school districts. Jim Boggio discussed possibility that our school district may not be willing to allow us to change school districts due to the loss of revenue.
