of Eagle Harbor Township Board

Special Meeting called by Supervisor Doug Sherk

Date: Tuesday, March 18, 2003

Time: 10 A.M.

Place: Eagle Harbor Township Hall, Eagle Harbor, MI

Purpose: To meet with Water Committee to take action on Emergency Allowance Gallons, Grant Considerations and Water Rate Recommendations.

Meeting called to order by Supervisor Doug Sherk

Board Members present: Doug Sherk, Jeane Olson, Dick Lantz and Ann Johnson.

Board Member Absent: Tom Ellis, Jr.

Water Committee Members Present: Rick Finke, Jim Boggio, Fred Williams, Dick Supina, and Tom Ellis, Sr.

Emergency Allowance Gallons: Recommendation by the Water Committee to adopt a "Let Run" Policy to be used in emergency situations. MM/S Lantz/Johnson to adopt the following policy:

Water use/billing Policy for Eagle Harbor Water System in Main Line Emergency Situations.

When the water system is under an emergency situation (as declared by the Supervisor or his/her alternate – defined as another board member or the Deputy Supervisor) the supervisor or alternate may authorize users to run their water to protect the system.

This water will be considered system use and a participating individual’s water bill will not exceed the previous year for the same period.

Vote: Ayes – 4, Nays – 0, Absent - 1. Motion Carried.

The policy will take effect immediately.

Water Committee recommended that the Township Board should not use or authorize individuals to use the electrical "welder" technique to thaw water pipes without a Board meeting to approve it. The Township Board agreed.

Grant Considerations: Dick Supina was not aware of any grants available at this time. Water Committee Recommended we accept Mike Hohner’s offer to explore grant options for water systems. Supervisor Sherk will notify Mike that we accept his offer.

Water Rate Recommendations:

Water Board recommendation on rate increases:

  1. increase tap rate from $500 to $1000,
  2. increase quarterly basic user rate from $25 to $ 45 (increases operating revenue from $13,700 to $24, 660),
  3. increase construction basic quarterly fee from $50 to $75 ($27,000 to $41,000) to provide payment for grant or construction loan), and
  4. leave per gallon user rate the same.

MM/S Lantz/Johnson to accept these recommendations and make the rate increase effective July 1, 2003.

Roll Call Vote: Ayes-Sherk, Johnson, Lantz, Olson. Nays-None Absent-Ellis,Jr.

The new rates require an ordinance amendment which will be published before the rates take effect.

MM/S Lantz/Olson to adjourn. Vote Ayes-4, Nays-0 Meeting adjourned at 11:57 a.m.
